As requested, attached is the draft of the 21st District C&BL, in MicroSoft Word format, that is based on the Model District C&BL adopted by the Department Executive Committee on 22 Sep 2024.  

Once the District has adopted its C&BL and both you and your District Adjutant have signed it, please scan and return it to me for approval and forwarding to headquarters for recording and return to the District with the Department approval letter for your records.
