Commander District 21
Opening:The 21st District Commander conducted the 21st District meeting via ZOOM on November 5, 2025. All Commanders and Adjutants were invited to participate, as well as other members of the posts. The agenda is shown in Attachment 1 . The 2 1'' District Hubmaster, Dennis Fedak, arranged and provided technical support for the meeting.
The meeting opened at 6:00 p.m. with a welcome by Commander Gray, followed by the invocation led by Chaplain McHorse. The Pledge of Allegiance was recited in unison.
Eleven of 28 posts in the 21st District participated, with a total of 16 members present. A quorum was established by the roll call conducted by the Sergeant-at-Arms, Mike Williams.
The following posts were represented:Posts 008, 157, 208, 244, 277, 308, 313, 378 410, 437, and 572.
2lst District Officers attending were Commander, Finance, Chaplain, and two Past District Commanders. Excused absences were the 1st Vice Commander and Service Officer.
Minutes: The Minutes from the September 3,2025,ZOOM Meeting were distributed to all 2l' District posts. Justin Rogers moved that the minutes be approved as read with a second by David McWilliams; there was no discussion, and the motion passed unanimously.
Finance: District Finance Officer, Robert Garcia, briefed that he is still awaiting access to the bank account. The authorization letter must be redone after Bill West has a meeting with the bank. The balance as of 4/25/2025 was $7,640.42. Two known checks have been written and cashed for convention-related expenses. This should bring the balance to $6,490.42. The District owes the Hubmaster for the Zoorn-related expenses.
Adjutant: Nothing to report.
Veteran Service Officer: (Excused Absence)Americanism: No report
National Defense: No report.
Boys State/Oratorical:Larry Miller provided an update on Boys State: expect to see the new application form online by December 1, 2025, read the interview questions for potential attendees, and recommended all posts look at the Sumner Scholarship information for applicability. Oratorical contestants from the Posts should be submitted NLT December 18,2025, and the District contest will be held in San Angelo on January 10, starting at 12:30 pm.
Legislative/VA&R: No report.
Report Approval: Larry Miller moved that the District Olilcer and Committee Chair reports be accepted followed by a second by Jeff Muerer. There was no discussion and the motion carried unanimously. Unfinished/Old Business: The following topics were briefly discussed and additional information will be provided as the event planning is completed: District Convention, Mid-Winter DEC, Division 4 Convention. Posts should submit their desired training topics for the District Convention in March ASAP. All ideas for improving communication with members is requested to be shared beyond texting, telephoning and email. A1l should look for applications that may help in this effort, e.g., Customer Relationship Management, Constant Contact software. The mylegion "Transfer Letter" tool was identified as a way to effect transfers via USPS mail.
New Business: Commander Gray identified that new member orientation would be started by the District region in January 2026. He reminded all to provide information and articles on Post activities to him, and the District still needs a Public Relations person.
Larry Miller requested information on the status of the GWOT resolution that Post 572 submitted to the Department and whether this has been overcome by a resolution or action at the National level. Commander Gray will follow up? Larry Miller also recommended that posts submit resolutions for major patriotic and veteran-related holidays to their city, county, and other officials to ensure proper recognition.
